EVMS was founded in 1973 by a grassroots community campaign to expand healthcare in Hampton Roads and states a preference for Virginia applicants and especially Hampton Roads residents, while explicitly encouraging applicants from rural or other underserved regions and those disadvantaged or underrepresented for economic, racial or social reasons. The $20 million Brock Opportunity Scholarship funds Virginia students with financial need who intend to care for underserved populations and practise in Hampton Roads or Virginia after training, which is a direct statement of the graduate the school is trying to produce. Now part of Macon and Joan Brock Virginia Health Sciences following integration with Old Dominion University.
